As per the constitution of the chapter, the positions of President, two Vice Presidents, Honorary Secretary, Honorary Treasurer, Honorary Assistant Secretary, Honorary Assistant Treasurer, 9 Board Members positions and 3 to 5 Trustee positions are open for election at the AGM.

Questions raised by Members:

Mr. Roland Tan K K (11 April 2013):

We understand that every Constitution revision has to go through the following process:

a.   First to be approved by the Executive Board of the Local Chapter, SPMI;
b.   Then it is subject to reviewed and approved by PMI;
c.   Next it is tabled for Approval by the General Members in an AGM/EOGM; and
d.   Finally to be submitted to ROS, Registry of Society, for approval.

We understand that the revised Constitution of 2011 has completed all the above processes except the submission to and approval by PMI. PMI recommends that the Local Chapter reviewed its Constitution once every 3 years. Because the revision in 2011 was not approved by PMI, our last revision in PMI record was 2008, 5 years ago. 

The Board was told in the third week of March by the PMI Chapter Administrator that we must submit the revised Constitution and have it approved by PMI by end March, to do it within less than 2 weeks. We were informed on March 26th to finalized an ill-conceived revised Constitution via Conference Call on 29th March. We were also threatened that if we do not do so, PMI will withdraw all monetary support for our activities and their endorsement of the SPMI Symposium. PMI Director will also not grace the occasion.

Please explain why we have landed ourselves in such disrepute. Constitution changes are very important and grave matter to be rushed.

On January 7th 2013, the PMI Chapter Administrator have presented to the Executive Board a revised Constitution template that includes recommendations that have been benchmarked against PMI Global best practices for us to follow.  However, instead of following this recommended template, we were coerced into reviewing a completely different set of Constitution changes that were full on inconsistencies, errors and omissions, that we could not get a consensus on for the last 4 months. The need to meet PMI deadline is also not revealed to the Board. Please enlighten the members as to why this happened.

Finally, if the proceedings for the adoption of the revised Constitution, despite it not being finalized and approved by the Board, we would ask that you table each and every change in the current Constitution and all new items that you want to be included the revised Constitution, in individual slides with explanations as to why the change/addition is required so that members can review and approve each change/addition Clause by Clause. It is not fair to expect members to go through the total Constitution and approve it en-block. 

Mr. Pradeep M. Mulky (11 April 2013):

1. During the AGM of 2010, one of the items was the update of the SPMI Constitution, especially regarding the Finance portion.

My question during the AGM of 2012 was why had the Constitution not yet been updated and what were the plans to update the Constitution?

During that AGM the answers were that the issue lay primarily with ROS and that it was due to ROS that the Constitution was not finalised.

2. The e-mail sent out to members regarding the AGM on 2013 has the previous Constitution which does not have any date on it.

My question remains unanswered one year later.

When is the Constitution going to be finalised? It has been five years since the last update. During the same time frame, governments manage to implement changes affecting entire countries. Yet this August body has not been able to sign off just ONE document.

3. Are the members aware that this delay could cause the Chapter to be placed under probation and may lose its status?

4. Is there any committed date and plan of action bearing in mind the possible probation and loss of Status?
