Dr. Pokharel is a Professor at the Department of Mechanical and Industrial Engineering, Qatar University. Shaligram joined Qatar University in August 2010 as an Associate Professor.

The Department offers unique Industrial and Systems Engineering (ISE) program only to female students and is one of the successful ISE programs. The College of Engineering of Qatar University also offers Masters in Engineering Management. Dr. Pokharel contributes to these unique programs in the university.

Prior to this appointment, Shaligram was holding an academic position in Nanyang Technological University, Singapore (2000-2010) as an Assistant Professor and then as an Associate Professor of Systems and Engineering Management. Shaligram worked for 14 years as an Energy Planner in Nepal before joining the academics.

Shaligram is an active volunteer in Project Management under the Project Management Institute, which has over 500,000 members worldwide. Shaligram has served as the first elected Secretary and subsequently the Vice President of PMI Singapore Chapter. He has contributed as a global member of Professional Awards Member Advisory Group (PAMAG) of PMI (2007-2009). He is the Region Mentor of PMI for Southeast Asia (2009-2013).

Shaligram has conducted short courses on project management, supply chain management and systems dynamics to organizations like Singapore Navy, Keppel-Fels, Soxal-Singapore and Agip-Singapore.

Shaligram has supevised five PhD students, one MEng (research) thesis, more than 30 MSc independent research studies and more than 50 undergraduate final year projects. He has published more than 40 international (refereed) journals and has presented in more than 20 international conferences. He is the founding member of ProMAC series of Conference in Project Management.

Shaligram's research interests are in logistics and supply chain, with particular reference to reverse logistics and emergency logistics and in energy planning and policy modeling. Shaligram has conducted reserach on service efficiency in a tourism sector and empirical modeling of logistics industry in Qatar. Currently, he is conducting energy analysis research with the support from University Research Grant. Under the National Priority Research Program, Shaligram is conducting research on humanitarian logistics, carbon supply chains, LNG supply chains, energy conservation, and retail pricing.

Shaligram is the editor of four international journals.
