Traditional procurement in built environment sector has long been driven by the “lowest price wins” principle, characterised by fragmented tendering processes and separated the risk responsibilities among the key project stakeholders. While this approach offers upfront cost competition, it often leads to adversarial relationships, reactive risk management, and increased claims on time and cost.

With the rapid changes of the global environment, especially experiencing the post COVID era and the current chaotic movement in the Middle East, resilience procurement strategies such as the introduction of Collaborative Contracting (CC) seeks to overcome the issues in traditional contracting, particularly on managing the risk and cost fluctuation. CC encourages a mindset shift towards working collaboratively for shared project goals, such as early contractor involvement, open communication and pain-share gain-share approach, helps parties to proactively identify and resolve potential issues early.

Tim Jed leads the supply chain program at DPR Construction. He is a seasoned and collaborative business leader with nearly 40 years of construction industry experience. Tim has worked in commercial construction, multifamily, shared workspaces, manufactured housing, and homebuilding, much of it focused on building strong supplier connections and developing inventive and effective solutions. His deep construction knowledge base and strengths in cost management and process improvements span a broad career of roles in operations, supply chain and procurement, system design and implementation, and sales.

Tim grew up just outside Detroit, MI and holds a Bachelor’s Degree in Building Construction Management from Michigan State University, has held contractor’s licenses in several states, and is LEED AP BD+C accredited. Prior to DPR, Tim worked at coworking space trailblazer WeWork, construction tech start-up Katerra, general contractor Clark Construction, and national homebuilders Richmond American Homes and NVR.

His hobbies include bicycling, hiking, live music, theater, and movies, and he is a big fan of many types of foods, having travelled to 49 of the US states, and nearly 40 countries.

Jacqueline is an Associate Director from Northcroft Lim Consultants Pte Ltd, with more than 14 years in the built environment sector. Jacqueline is a member of Singapore Institute of Surveyors and Valuers (SISV) and Royal Institution of Chartered Surveyors (RICS), and NEC4 Accredited Project Manager. Her market sector experience includes residential, healthcare, hospitality, aviation, offices, retail, educational, industrial and mixed development projects. She has strong experience in PPVC residential projects in Singapore. 

She is the Young Achiever of the Year for RICS SEA Awards 2023, AWiCS-SISV Young Woman Quantity Surveyor of the Year 2025, shortlister for Women of the Future Awards 2024 for the category “Property, Infrastructure and Construction” and the recipient of the Highly Commended Award of PAQS-Iwata Foundation Essay competition 2016 and 2017. Mr. Harihara Subramanian is a seasoned project leader with over 26 years of experience in industrial project delivery (EPC/EPCM), having led complex, large, multimillion-dollar greenfield and brownfield projects across diverse sectors. His international career spans Singapore, France, and India, with expertise in semiconductors, solar/photovoltaics (PV), pharmaceuticals, water, chemicals, petrochemicals, LNG, CCUS, hydrogen, and facility infrastructure. He currently serves as Senior Project Manager at Worley, a global professional services company in the energy, chemicals, and resources sectors.

Harihara is a frequent keynote speaker on project management excellence and has been an active volunteer with the Project Management Institute (PMI) for over a decade. He contributes to the PMI Singapore Chapter and supports the PMI Global Construction Advisory Committee. He is a certified Project Management Professional (PMP) and PMI Construction Professional (PMI-CP). He holds a bachelor’s degree in chemical engineering from the University of Madras (India), a master’s degree in computer integrated manufacturing (CIM) from Nanyang Technological University (NTU), and an MBA from Rutgers Business School (RBS), USA.
